No, you can not conclude anything from this result.

Cohens'd is needed to plan a study. Looking at the "observed" d from some data is not very instructive for interpreting the actual results. But you can possibly use it to plan another study (taking the current study as a pilot study to find out what effect size one might be able to find).

Being unable to reject the null hypothesis just means that the data is not sufficiently conclusive to interpret the observed effects.

I would suggest that further interpretation of results when they are statistically NON significant is obsolete. Similar example could pertain to regression. Effect size does not matter if it is non significant statistically.

Effect size is important.

The word "significance" is misleading.

One should not use 0.05 as a universal level.  See below:

PS - You should determine the accuracy of the estimation of your means, which is sample size dependent.  You can estimate a confidence interval around a difference in means. The larger the sample, the smaller the interval, if you can obtain reliable quality data.

I'm guessing your sample size is small, and that the effect size may not be great, but you don't have a big enough sample size to say much.

I agree with Jochen, and I believe that the non significant result has also important advantage in knowledge and science information and will be provide a guid line to the future studies to improve the sample size and analysis procedure .
