Looking the keywords, I think that you asking about mechanical engineering. But in mechanical there are a lot of knowledge areas like design, manufacturing, tribology, robotics and others.
My suggestion, define your specific study and search for recently published papers in most important magazines of this area. Use the Google Scholar for monitoring some keywords and authors.
Despite the enormous advances engineering has provided until now, somethings remains the same for a thousand years.
When we observe telescopes technology, rockets, jets, satellites solar cells, internet, and compare them with Hydro power, popular cars, trains system, ships and so on, I believe that engineering has developed much more than it is available for a normal citizen, i mean, engineering is working exclusively under the interests of oil, automobiles manufactures and energy producers, and they want to keep things unavailable for the world population.
I think engineering could have changed this world long time ago but the powerful enterprises do no no allow us.
For instance, mining is the same since Sumerian times. Same as the principles of copper, iron or steel industry.
We are moving from ahead in technology. Human effort, then tools that helped human effort, next machines, then computers, then automation, Artificial Intelligence , NEXT may invent human equivalent machines that feed themselves and live like human beings. Further exploration in space we may move to other planets in future.
When I’m in engineering mode, I’m analytical, detail-oriented and structured; it’s all about measurements, angles and math-based results, But, when I’m in art mode, I’m creative, boundless, colorful and unrestricted; then, it’s all about aesthetics and emotionally-oriented outcomes
The question has to be asked clearly. Whether you want to know the state of the art in Engg. for business or higher studies? Search methods are different for different applications.
What constitute the state of the art depend on the domain you're working on. In some particular field (like in building construction), the state of the art is clearly defined in code and standard. State of the art is a knowledge or a way to do thing that's widely used and accepted by engineers working in the same field.
To my opinion, recent technological advance and new knowledge do not represent state of the art until they become widely used and/or are integrated in standard.
Engineering is methodology (cycle of efforts) to get the best, by using tools (depends upon skills, experiences,..) such as: planning, design, establish, produce, monitor, measure. And it can be used the results to develop.
State of art refers to individual skills. Many people do the same job/work all follow the same procedure and method but few only can project the greatness or success of the work. This means art of applying engineering plays an important role. Here only humans excels robots or AI machines.
