In 2015, the Government of India ordered that all urea produced in the country or imported will be sold will be coated with neem oil at the rate of 0.5 kg per tonne. Neem oil is a nitrification inhibitor. Is there any observation that due to treatment of urea with neem oil there is any reduction in the use of urea or increase in agricultural production?

The national use of fertilisers, including urea, inventories are maintained by the Fertiliser association of India. They should also have data on crop production. This however may not be straightforward, as crop productivity can be influenced my multiple factors. Whether the use of neem-coated urea increases crop productivity can onlt be find out by field trials. The use of nitrification inhibitors' primary target is to reduce nitrate leaching which is a major water quality concern in intensive farming systems. In principal, this can also mitigate denifification.
Apparently it has led to a decrease in the quantity of Urea fertilizer sold in India during the past 2 years. See the Figure in this link:

According to this article, a unit area of crop land requires roughly about 10% less urea, thanks to neem coating and its benefits compared with normal urea.
I didn’t work in nymph oil, but nitrification inhibitors based on pyridines and pyrimidines had a positive effect on wheat yield.
