There is no simple way here. Notwithstanding this, you may start with qualitative interviews with a convenience sample of the population you mentioned here. You can obtain the population from a good sample frame - websites of government education ministries etc. May be google can help.
As well, you may need to embark upon covert and overt observations following your literature review. Did you actually mean Wales, as part of the UK? If so, then, a visit in person will be good to personally observe and talk to a convenience sample of stakeholders. A questionnaire survey can then be developed following your appreciation and familiarity of the terrain. I can see some challenges with simple random sampling so I think in the end convenience sampling will suffice. So, in short, I don't see a simple way at all. However, some good investment in time and money (travels etc.) and using a triangulation (qualitative and quantitative) methodology will go a long way.
I write to concur to what Dr. Charles Blankson has indicated, for a simple way I think is not possible unless you hit the ground yourself. Not withstanding that, if majority of the population sample are computer and internet users, an online survey can also help.
