International Accreditation helps to facilitate the movement of students worldwide, specially to pursue graduate work, in such a way that the accredited university records hold more validity and reliability as compared to non-accredited institutions. Usually local government agencies are established these days to act as the highest authority to audit the quality of higher education of local universities. It is up to the University to pursue foreign accreditation to facilitate as well international universities collateral agreements.
International accreditation of universities help emphasize the global dimension of higher education and research and thereby promotes free movement of academics, etc. This demands audits, of course. If the auditors are just from other similar/ competing universities, there seems to be a tendency to reinforce the academic side of a university, and not its openness to and collaboration with the society. As an example - the academic quality of writing of final exam works in undergraduate education as preparation for later research careers (for a fraction of the students) become more important than making the education fit the professional tasks in society. Therefore, I think it would be good with more diversity among auditors, not only academics working in other universities.

1. Should all universities be assessed by international audit teams, using globally accepted criteria? Yes, on a faculty basis.
2. Should certain universities/countries be banned, if they fail audits? Yes.
3. Should we have Global University ratings, based on research, teaching and an integrity score? [all 3]. Integrity is a Boolean variable and cannot be arithmetically added to a score. But yes, it can be a multiplier. Bear in mind that there are several other criteria which the reputable ranking services include, in different proportions.
