Does mind-numbing bureaucracy hinder the free flow of creative thought?
The necessity for ethical and procedural control is clear.
But have we outlived this method of control? Does our IT and global Internet capacity and connectedness give us other options?
Should we have a single global clearinghouse for research ethics approval, with one set of clear standards for all of Humanity?
Should we have one global plagiarism checker- one standard, open access?
Should we have one global Registry for research?
Should we have a global 'Ideas Bank' where people can register an idea- and be acknowledged for it?

I think that ICT tools facilitated reaching information and made access to knowledge easier, faster, and cheaper; therefore, there should be some rules to reserve authoring rights.
Do we need one Global Standard Ethics Review Board? GSERB
One standard on ethics, plagiarism, conflict of interest.
One Global Trials Registry? GTR
We have the IT capacity and the global connectivity to do this.
It is time for the Global Academic Community to meet and to arrange this?

Ethics committees are grossly over-rated and have been so troublesome to Big Pharma in Victoria that Government has collapsed individual health services bodies into a conglomerate, which makes them even more remote and useless. Good, honest review is needed on the ground, at the coalface. The Best documentation I have seen is the Code of Conduct of the Japan Society of Science. I strongly recommend it and in fact have adopted it as the global standard for what I am doing in my profession.
The thing that is missing in debates about research ethics is the sole purpose is to protect the subject. Once this principle is accepted, all else follows, including elimination of plagiarism as that could impact the subject
I would like to see Ethics Boards make more use of a 'Utility Score' [ usefulness to Humanity] and "Innovation Score' [ new ideas, rather than the same old ideas, but changed in some slight way]
Could Artificial Intelligence Software Programmes not replace the highly fallible Ethics Review Boards?

A lot of research has quite dramatic global consequences and local oversight is just not good enough or adequate.
We need to set up a Global Ethics Review Board urgently
The Science Council of Japan has the best 'ethics' document I have ever seen. It sabot honourable behaviour and not hurting people or animals.
