Administrative work, as a job or position in scientific venture, always deteriorate the quality of scientific one. Comprising both into everyday workload of a particular scientist fill his/her mind with additional and sometimes redundant tasks and information. Administrative tasks are safely to be held in scientific project administration or in the period of individual career when the scientist has nothing urgent to achieve, like profesors, that have achieved the most thay can till this moment , or people before retirement.

Productive scientists have traditionally been avoided administrative workload. There must be a reason behind it.

-the nature of the administrative work to be done

-the aims and orientation of the scientist

For example, if an administrative position is one that is in a scientific institution, then a scientist may be uniquely qualified to do administrative work because he or she understands the nature and function of science, provided that they have a strong scientific and administrative skill set. Although speaking in a policy/political context, he highlights that scientists have various orientations and values when it comes to addressing social aims. The take away as it relates to your question is that a scientist could very well see administration as an important function with broader implications that could require his or her input and perspective.

Not every scientist can be an administrator ... Similarly, not every administrator can be a scientist. Everything depends on the abilities of a person, on his skills, knowledge and charisma. The administrator should not only be a professional, he must competently manage people to lead them to the set goals, and this is notconvenient for everyone. Therefore, every person should do what he likes. Then the work will please.

A scientist is mainly expected to do research and then teach based on own research findings and others' works. If he or she has management competencies (conceptual, human relations and technical etc) and motivation it is most likely that he or she is going to be successful in administration. In case of academics who are in the field of Management, to perform several administrative posts will be instrumental in enhancing their quality and quantity of researching and teaching. It has been observed that some academics decided to engage continuously in administration rather than their core work owing to some reasons such as loss of motivation to research and teach, inability to cope with new developments in the field, lack of communication and teaching competencies, and dominant need of getting and using power on others.

According to me the answer is yes. A good researcher can be a good administrator. He can better understand the problems of researchers under him. If some non-researcher like bureaucrat becomes administrator of academic institution, he cant understand the problems of scientific community.
