Should I dissolve PVA in IMDM media or can it be dissolved in dH2O instead?

I need to prepare 500 ml of CDM-PVA media to induce endoderm differentiation of IPSCs . the recipe contain IMDM media and poly vinyl alcohol (as a powder) which should be dissolved in IMDM media but it failed to dissolved . it seems not the appropriate solvent . should I dissolve PVA in IMDM media or it can be dissolved in dH2O instead??? thanks

I would make a concentrated stock solution of the PVA in dH2O (or whatever it will dissolve in) and dilute with the media.
