We never estimate RNA quality based on the gel picture.

Bio-analyzer or Tape Station is what you really need to look at for RIN values before qPCR analysis. We wouldn't use RIN below 7.5

If you are still using gel you may wish to run Image J to quantify 28 and 18S intensity and calculate whether it's twice as intense.
