There are different ways of approaching com engagement for community resilience. A 'biggie' for practitioners is the IAP2 (at www.iap2.org). Others (Owens. Agyeman) have done a lot of work on deliberative and inclusive participatory processes (or DIPs) that address when and why you might choose 'empowered' forms of engagement over, for example, 'token consultation'. Personally I'm interested in two other strands of research that seem relevant to community resilience: the insurgent planning work of Friedmann, Hou, Sandercock etc, and the co-production of knowledge work from the likes of Jasanoff and Wynne (and Whatmore in Flood Apprentices). These latter seem more relevant in the 'risk society' where trust in experts cannot be assumed. I have couple of journal articles that connect this theory to fieldwork undertaken in Christchurch following the Canterbury quakes.
