To my view both are good topics, however try to check first about research works that have been undertaken with similar topics to avoid plagiarism (by using plagiarism checker). Then I think, the first topic seems more specific as the second one is more broader and it needs you to refine better. In addition, both are good from the perspective of theoretical background, empirical review (to make your research more practical) & also drive you to develop conceptual model and test your hypothesis or questions that you may develop.

So if you have a real exposures to the project management, I prefer you to choose the first as you may get data's easily and the second topic seems broader in scope that require to refine & be more specific. I hope these helps you.

There is no such thing as 'which is better' as any research topic will add value and create new knowledge. You must choose what appeals most to you as it will be 'your' study. So choose the topic that will excite you, stimulate you, motivate you and make you look forward to carrying out the research.
