I've heard mention that annealing PEDOT:PSS film a second time after completely drying the coating, helps achieve better results. Is this true? Are there any publications available that support this?

The reason to anneal the PEDOT:PSS films are to remove moisture before other layer is coated on the top of it. The moisture within the films are detrimental to the devices. You may do some experiments to compare the outcomes between annealing the PEDOT:PSS films with different parameters. You would understand more.

exactly, that's the reason why we annealed our PEDOT:PSS films again prior coating the next layers on top (results you can see in our publications).
If you're interested in a publication focusing on annealing PEDOT:PSS recommend:
"PEDOT:PSS films - Effect of organic solvent additives and annealing on the film conductivity (Dimitriev et al. 2009)."
but of course you will find many others where such effects are reported.
