Can someone act as an expert and compile a matrix of pairwise comparisons (the AHP method) in a study assessing the wind energy potential of the offshore territory?

and ask them if they would be willing to put you in touch with their local experts whose opinions were used to create the "pairwise comparison matrix" as seen in Table 6:
