To help improve the definition, design, and implementation of policy research, researchers should adopt a strategic outcome-oriented approach.
Dear Olivier, you are absolutely right, and thanks for sharing this valuable article. Recently I've come across the information that around 1,5 million approved innovative patents have not been utilized commercially and thus consequently not brought to the wider public. In my opinion, the world is 10 to 15 years behind its innovation capacity.

Dear Filip Kachin you are rightly pointed out the issue. In the 21st century political administrator plying an important role in democratic form of government. But due to the lack of expertise on public policy issues and their short term of office they are always depends on bureaucrats, the permanent wing of administration. In democracy policy makers (political administrator and bureaucrats) has playing prime role avoiding policy researcher and their research. In populist democracy political parties are taking more and more policy for proving their populist character without any consultation with academic researcher and their research. In most of the democratic countries , there in no clear policy for cooperation between political administrator, bureaucrats and academic researcher. As a result public money hugely misused and state are deepening under serious challenges in recent time. There is need to strict policy in democracy for legal cooperation between political administrator, bureaucrats and academic researcher and their research.
