Is it fair to evaluate scientific researchers from countries with low GDP and low contribution to scientific research to other scientific researchers from countries with high GDP and high contribution to research. Or do you think there should be different evaluation procedure?
The evaluation may include award competitions, project call competitions and others.

the theme is very complex, and I guess it's not easy to give an immediate and exhaustive answer.
I think you need to do a series of further qualifications of your question. Particular attention must be paid to factors such as the mobility of researchers, their education and training, as well as their professional typology (difference between researchers in the public sector and in the private sector) and several others on.
Part of the answer to your question should include how much economic and infrastructural resources influence scientific production. This could add useful evaluation elements to understand how much "competitive advantage" the researcher could have, coming from an "advanced" country, compared to the others (what criteria should be adopted? GDP and the percentage of GDP dedicated to R&D? Others?).
I would suggest some research contributions that could be interesting (each one cover some specific aspects also indirectly linked to what above).
