In my experience, the impact factor is at most the secondary consideration when I attempt to submit a paper. In general, at any research field, there is a priority order of journals in every researcher's mind. Although this priority order has some relationship with the impact factor, yet, it is not determined by the impact factor. The journal quality depends on its popularity, the dedication and seriousness of the editors and the reviewers and the authors. These factors seem to be much more stable than the impact factor.
