not sure where you got that formula but the attached calculator gives sample size for smaller group . Then use ratio of group sizes for sample size of larger group

This is an interesting question. If the populations you intend to compare are different and the prevalence of the outcomes of interest differ, it seems inappropriate to determine the sample size of one from the other.
Maybe you could consider determining the sample size of each population independently, assuming a single arm study scenario, then comparr the two samples obtained as a double arm study.
