When I was younger living in my country, I was taught to be responsible for my young brothers and sisters and responsible for my parents. However, when I arrived in New York in 1980, I learned that people have also rights and they should be respected.
I was between two cultures with different values. However, I still feel that my responsibilities are more important than my rights. For example, as s a teacher now, I feel responsible for my students.
Which one is more important for you ?

If we have rights and enjoy associated benefits, then we must be ready to share the burdens of responsibilities that are associated with these rights; and if we simply focus on responsibilities, and leave our share of benefits of rights for others, then it is sacrifice.
In my opinion, rights and responsibilities (obligations ?) should be in right balance. But where does this balance exist? Not in the USA exactly (not in Russia, of course).

Rights or Responsibilities? You ask.
As I see it, we have both, that is, rights and responsibilities or duties. For example, as a university professor I am reponsible for delivering, say, good teaching to my students, but I have also the rigth to be respected by them qua professor and be paid in a decent way for my teaching by the univesity where I teach and perform research. Students have the right to receive good and update teaching from their professors, but they have also a responsibility to pay attention to their professors' lectures, seminars, and the like.
You are correct while saying that Western societies tend to overemphasize people's rigths at the cost of their responsibilities, and that the opposite tends to be the case in Estearn socities. So, I understand well that you have experineced mixed feelings regardind your rigths and responsibilities when you moved to the USA.
As I see it, we should look at our rights and duties/responsibilities in a balanced way.

Rights or Responsibilities? -- You ask
I think we have both, that is, rights and responsibilities or duties. I would even say that we have responsibilities because we have rigths and we have rights because we have responsibilities.
As a professor, for example, I am responsible for delivering good teaching to my students. Because of this responsibility, I have also the rigtht to be paid for my teaching by the university where I teach and be repected by my students qua professor, Students have a right to have, say, good teachers, but students have also a duty to pay attention to their professors' good lectures.
I know that Westen societies value more rigths than duties and Estearn societies value more responsibilities and duties than rights. So, I understand that when you moved to NY you have experienceded mixed feelings regarding your rigths and responsibilities.
As I see is, what is desirable is to have a balanced way as for as rigths and responsibilities are concerned.

Both are important. Spending one's day counting one's rights (the rights one has vs. the rights one doesn't have) leaves little time for shouldering one's responsibilities. Similarly, being overly burdened by one's responsibilities leaves little time for exercising one's rights. Everyone chooses which domain he or she wants to be in throughout one's life. But there is little time for both domains To be operative at the same time.
Rights and responsibilities are different words
A right is a freedom that is protected, such as the right to free speech and religion. A responsibility is a duty or something you should do, such as recycling or doing your homework. Voting is both a right and a responsibility!
'Rights' of individuals is 'Subjective' in nature
'Responsibilities' or 'Ethics' is 'Objective' in nature
We are all from different world, a world with different culture but our culture is our heritage. When you feel responsible for others, you will act well and act right and you will be more useful to the society. When you always think you have a right, you affect others with less privilege in the society.
