Does revising the manuscript based on the reviewers' comments and resubmitting it to the same journal (including the original submission ID) increase the likelihood of acceptance or consideration?

Try another higher ranked journal. You deserve better treatment :)
In general a "revise and resubmit" review increases your chances of getting published. And depending on your field, it is may be rare for journals to accept articles without revision.
Overall, a lot depends on how much work the reviewers requested from you and how reasonable their requests were.

You need to do your best to address each of the reviewers' requests. If there are major things they want that you cannot do, then you should probably submit elsewhere.
Revise and resubmit papers have the potential of being of being accepted if you address the reviewers' comments satisfactorily. In some cases, you will accept their suggestions in others, and you justify yourself. Generally, most comments are to help you improve your paper's quality.
