I am writing a review, and I wonder under what condition can we use sentences like "Approaches at ... have been discussed elsewhere[12-14]" or "More detailed information concerning ... could be found in Ref 12,13"?
I can not control the timing to say such words.
As a reviewer it is not your task to look up other sources in order to check if those claims are substantiated. Occasionally I do that, but normally a paper should be self-contained.
If the content of these external references is not crucial for the paper that you are reviewing, such an approach is fine ("further reading"). However, if this information is necessary to understand the content and/or the methodology of the paper, then it should be included and external references are not appropriate. You need to decide based on the context.
I suggest you to take a course on Publons. It will help you understand your tasks as a reviewer.

If you are talking about peer review, you focus on areas of clarity, punctuations, grammar issues and lack of information(Methodology, design and for sure population). You put the paragraph and line numbers. You don't worry about whether a researcher's work was covered by anyone else. You information will either allow or disallow someone's paper to get into a journal, don't take that for granted. I have been fortunate to only have one review that did not allow someone's paper to go through. Not a good feeling.
