Theoretically - yes. but then you need to be sure that your starting conditions are reproducible, and you can't do that.
so in summary - don't re-use ziptips.
No. Since you have no way of knowing what did or did not bind to it during the last use, re-use would be unscientific and invalidate your data.

It directly depends on the type of your samples and the amounts of contaminants in them. If your samples have complex matrices, I strongly recommend that do not reuse it. You can reuse a ZipTip, for example, after the extraction of your analytes from a standard sample.
All in all, the reuse of any extraction tip regardless of the sample type would result in a sort of memory effect.
