I am looking for papers and/or descriptions on how one can establish a national level satellite archive with support for pixel level extraction (querying) as well as full imagery. We are looking at depositing national level (+400.000 km2) satellite imagery from Sentinel 2 and Landsat 8 as well as relevant in-situ data for further analysis. This is on an idea level now, but to consider if it could be done it is necessary to look at experiences on how this theoretically could be done.
The way I understand it the main driver for commercial entities is to provide data to customers prepared according to their own or the customers requirements. And it stops there. The customer might add value to the product - but it often ends there. The customer gets their product and refines it to new products.
With open data it is somewhat different. In our work we look at how Landsat and Sentinel 2 data represents an opportunity on a national level. The attached figure is part of a discussion basis for an upcoming report. It outlines our thoughts on how a national archive might represent a national hub for satellite imagery. It is still a bit immature but I think it is enough to get an idea of where we are heading.
