My take on this might be unconventional but it is to the effect that all programming langauges in their way address ontology and that all systems have an underlying ontology and that databases have an ontology that is foregrounded through their schema. The entity-relationships model in its various guises is a notation for expressing ontologies. It came into existence before 'ontology' became part of the branding of a language or a notation. I have written on my favourite blend of this approach at length at www.entitymodelling.org.
