I would like to get permission to republish a figure from previous articles. For example:
Publisher A published a paper with Figure 1.
Publisher B sought permission to republish Figure 1.
Publisher C would like to republish Figure 1. Would C seek permission from A or B?
And what happens if C is not aware that Figure 1 was initially published by A?
Yes, you have to ask for permission to republish the figure regardless of any other republishers.
Publisher C would seek permission from Publisher B, who would inform them that the figure was originally from Publisher A. Publisher C would then proceed with contacting Publisher A for permission. This is a fairly common scenario.

If you are confident this can be justified under an exception to cooyright (e.g., it's for the purpose of quotation and your reproduction of it will not damage the legitimate interests of the original owner), go ahead and re-use it whilst acknowledging the original source. If you are not so confident, get clearance from the original owner. The fact that ask the question implies you are not that confident.
You can not republish a figure from other article . This is a sort of plagiarism and part of ethics . Simply you can mention the reference of the figure where it has already been published.
