Big Five personality theory might be useful. Conscientiousness is positively associated with religiosity in many religious contexts. Openness is typically negatively related to religiosity. A combination of high conscientiousness and low openness would predict a commitment to the status quo and tradition, so people with such a combination would likely not be high in innovative behavior.
Thus we can predict that religiosity would be negatively related to innovative behavior. However, I have a hunch that this would be a very week relationship. It would probably be stronger for extrinsic religiosity than for intrinsic religiosity.
Certainly social norms would play a roll. If religiosity is associated with the idealization of a certain period of history or a certain set of traditions, a social norm would develop which might tend to view the lifestyle of that period as superior to any that would develop with advancing technology. This would certainly slow down workplace innovation.
