What is the basis of the electrode dipped electrolyte in the reference electrode?

In the silver-silver chloride reference electrode, the electrode is silver and the electrolyte is silver chloride.

In saturated calomel electrode, platinum wire is contacted with a paste of mercury and mercury chloride and potassium chloride solution is filled in the rest of the area.

Please can anyone explain, why is it like this? what is the design procedure of the reference electrode?
