RBF is a simple aproximation of the Planck's law. Please compare them. Both of them are using exp function. I am on holidays and can not check it, but probably more information about RBF model can be find in X. Maldague book "Theory and Practice of Infrared Technology for Nondestructive Testing". Next week I can check it for you after returning home.
The sakuma-hattori aproximation is more familiar for me. It's used routinely for calibration of radiation thermometers. I'm beginner in thermography and I'm not sure if the RBF model is equivalent to sakuma-hattori (alternative I mean)
In my opinion both models are good. The quality of approximation, of course, will depend on matching the coefficients that can be found by nonlinear regression. For example the RGB model were applied commonly by FLIR in ThermaCAM IR camera series. In attached file you can find the details how to calculate temperature using RGB model.
