The characterization technique always depends on the information you wanna get from your material. If you wanna just characterize if your MnO2 NPs are formed in this composition and are crystalline you can perform Raman analysis instead of XRD.
For particle size informationnI have never heard about Raman analysis for MnO2 as it is possible for TiO2 for example.

I thinks that Raman test give you information and also there are different methods which can also help you to characterize your nanoparticles except XRD such as TEM and XPS

Raman spectra of manganese oxide are completely different from each other. So, if you just wanna detect the presence of MnO2 particle in your compound, I think Raman is sufficient. About the size,you can investigate it using Raman, but you'll need a MnO2 pattern (see TiO2 case in the paper http://cc.kangwon.ac.kr/~ymjung/jh2/sub3/doc/200504.pdf). The crystallinity is little complicated because Raman spectroscopy can see local structures. In ths case, you need observe the peaks near the zero line (laser line) if they'll be Raman actives.
