Depends the country. Living in Germany of 2nd ww I would never be a soldier.Same in Spain or in Greece during the dictatorship. Similar in other countries. If it's your own country, well, then you have some options. You can protest, you can vote, you can write to your representatives, if some of the rules are objectionable. Visitors don't have those options, but they also don't need to stay.

In my country, India, people of various culture and religion are living. Most, if not all, of them are living in India for generations. But still, the country fail to prepare same law for all people, irrespective of sex, culture and religion.
To tell you frankly, I feel that many people living in India, even for generations, do not consider it as their own country.
I was once engaged with one health program, Pulse Polio. I came to know at that time that many people do not immunize their children in the hospitals or any other place! They do not want to obey the relevant Govt. Order to immunize all children below 5 year old compulsorily by Pulse Polio!
Lack of consciousness and proper education is one aspect. Another aspect was not to obey the Govt circular, I suppose.

Agreed. Rule of country is a paramount and law must be respected by the each citizens of country. Law implementation is each individual responsibility.
Rules & law avoided by by every citizen of the country . It is not only the respect of the country but we create a glory for our country ,it is the rules & regulation of the country which create a discipline & more code & conduct of the people which may help to create & peaceful environment of the people of the country .

This described situation is very polemic! If you live in a country with an authoritarian regime or do not allow the freedom to change to another, you should, even if you are embarrassed, respect the "rules" for the sake of human survival. If the country is democratic in nature, respecting citizens' rights in many aspects, it is possible for you to engage more politically and to challenge "arbitrary rules" by always seeking groups to strengthen discussion and advance human rights.
It is a very interesting question. Two positions are presented, the first, if you are a native of that nation then you are involved with its culture, its traditions, its rules, its society, its constitution. If you do not like something or you do not agree with a rule, you have three options, you try to change it with the existing rules, another one, you adapt, and the last one, you go from there. But if you are not a native you have an obligation to accept and to comply, you have a civil obligation. It is not true that if you go to Rome you will do what the Pope says, not all Romans are Catholics, in Italy there is no religious obligation. If you go to Rome you will do what the state imposes by means of its laws. The same must be done in any other state. Now, if you are an immigrant you must be an intelligent immigrant (as long as you are not displaced) I think everything refers to an intelligent decision. I give a concrete example. Venezuelan immigration. These immigrants are not displaced, it is by their own will that they have left this country and have chosen in some cases (very few) in an intelligent way, however those who leave without thinking somewhere, without considering culture, laws, traditions, that is, without knowing, they suffer from free discrimination.
To quote the Second World War is to quote the exodus of those who did not agree, I emphasize "exodus". They could not do anything to change things. If I were an immigrant at that time, I do not think I chose Germany.

Absolutely right, being as a good citizen we should respect all rules regulations. If we do so, we can avoid/ minimize a number of problems.
1) In many constitutions the right of revolution (or right of rebellion) is the right or duty of the people of a nation to overthrow a government that acts against their common interests and/or threatens the safety of the people without cause. Stated throughout history in one form or another, the belief in this right has been used to justify various revolutions, including the French Revolution, the Russian Revolution, and the Iranian Revolution......
2) Be a good citizen means a citizen who knows and applies the constitution.
3) Vaccination means that the country , the WHO, the research community agree and defend and educate for the specific vaccination. Vaccination is not a test experiment of X biotech in a specific area of the globe or a market process for benefits........

After all, there are cases where compliance with these rules is for example against ethics or religion.

Surely. Good citizen must follow the rules. But sometimes, those rules are unfair and people are disobeying.
Rules are important in maintaining order and structure in society. Rules are basically guidelines for behavior that apply to different situations. It is good to respect the rules because that way people avoid getting into trouble or causing problems. Obeying rules keeps everyone safe and comfortable and creates a better society and disciplined nation as well.
I strictly believe in following rules and regulations. Many times we do not like to follow them but ultimately such conduct renders lot of peace to the mind as you must see the rules made for certain objectives and for certain class or categories of people in the community. We must walk with the Administrators and the society. This is the minimal expectation that Government has from us
