I personally think practical examples are better than theory. Although a combination of the two is good. I think teaching kids to teach their peers is also good as it reinforces what they have learnt. They could get older students to come in a support the younger students on practical examples rather than the teachers.
They should also look at the bigger picture, where are we lacking skills in terms of the real world and integrate this into the syllabus. For example I cant remember learning about much to do with engineering when I was in School but it was something I picked at College and University. Maybe we should be integrating engineering into the curriculum, there is currently a shortage of engineers and they should create a curriculum which mixes practical engineering examples with theory and getting the students to develop processes to teach each other to reinforce the learning.
The practical side will keep them interested i.e. instead of sitting and teaching them bending moments, teach them bending moments by getting them in groups to build scale models of bridges and add loads and then teach the theory behind it. They will then learn engineering, maths, processes, communication, team working, etc.
Your question is very much related to the American situation. Yet, if you take it from me, what I have heard about American schooling is that it is a very flexible system. Why don't children wear uniform at school? Why are there no fixed class teachers? Why grading system is so much prevalent ... does ranking has no importance at all? I think, for inquisitive children at least, schooling should be all about encouraging, discussing, and avoiding shame and bully. There will be stupid students in every class, much difference will be made if we have an organized approach towards a teacher's patience to be increased and relevant funding to be optimized.
