I'm going to use Type 56 and Trnbuild.

It is worth to ask - what is the purpose of this sizing exercise?
If its for engineering design evaluation - the ASHRAE has a data base of design weather files (for example IES VE uses it) and the external conditions in those design conditions is selected with probability of reliability (96% to 99.8% of times when loads is met by predicted capacities) and designers typically adds additional safety margin to manage the risk of uncertainties and material properties degradation.
Other wise - running simulation with unlimited capacity will show maximum capacity required at peak conditions on that specific weather data set. If this data set is constructed for system sizing, then you obtain the right capacity.
In the TRNSYS such "sizing runs" is not available, but it is work-arounds to obtain what you ask.
