It depends on what are you valuing. For example, if you want to be an "official" accredited University Professor in Spain, you have to publish in Q1-Q2 journals and they don´t look at IF. But it's true that a good IF usually implies a high rank.

Q1 journals are the best. As you can find Q2 even Q4 journals that have high IF.
