Its very commonly seen that few Lab-Incharge (specially in some not so popular institution/laboratory) who hardly contributes any research activity, orders junior staff to put their name in publication of research done in their lab.
Some of them want their name as first author, which later discourages the junior staff/students and results in lesser publications.
If the person has no intelligent contribution to the writing of the article, interpretation or production of the data, then it is very difficult to say the person should be listed as author. Sounds like abuse of authority on first impression, but I have learnt that both sides should be heard before making an evaluation.
