Historically, the subject question has been met mainly with "After The Fact" assertions.

Yet when one learns of the infrastructure failures . . .bridges, tunnels, pipelines, highways. . .

it seems clear that early audits of those projects would have cured, if not mitigated the unacceptable results. Such results include but are not limited to loss of life.

To the knowledge of this writer it seems there is not a system of practice management for compliance with a Professional Engineer's Code of Ethics.

Please enlighten this writer, and our colleagues.
