Problems with miRNA extraction?

I am trying to extract miRNA with Qiagen miRNeasy kit from Serum/ Urine samples. I quantify using florometer, and for most samples it shows "sample too low detect". But when I run it on a gel, for some samples it showed good 28s bands. As we are newly establishing the protocol in our lab, please help with the suggestion.

I don't have any experience of miRNA extraction using Qiagen kit. But I am extracting total RNA from different samples including yours also using Trizol reagents. Then subsequently cDNA sythesis by miRNA profiling Qiagen kit only. This kit specifically extend only small RNA molecules inluding miRNA. Further expression profiling with primer specific for miRNA of interest, following mentioned Qiagen kit protocol.
