Power of a test to calculate the required sample size is widely practiced. Can "power" be used in a survey or interview to determine the sample size required? If it can be used, then how do I estimate the sample size required? Because, standard deviation and max. margin of error is unknown! Or is there better method to estimate the number of households required in a survey?

If I am understanding you correctly, you are asking how to to calculate a sample size? In the scholarly literature, "rules of thumb" have been applied to calculate sample size, based on the number of independent variables in the study. For example, for multiple regression, suggestions have ranged from 10, 15, up to 50 participants per variable. Based on the types of analysis you will be running, you can calculate the minimum sample size for a variety of different types of analyses. A downloadable handbook is provided on the site. Hope this helps.
