I am not aware of any central database for such things, so your friend should make inquiries of the leading LIS Departments in each country of interest by email. He should indicate what sorts of subject areas within LIS he would be interested in researching. He should also consider Universities that specialise in bibliometrics, such as Leuven, if this is a possible area of interest to him. He should go to bailer.ac.uk for a list of UK LIS Departments, with contact details. No doubt there are similar country-based lists for other geographic areas.
In addition to the above I think Tom Wilson based at Boras university Sweden has created a listing of global LIS departments under the aegis of the e-journal Information Research.
You might also try the iSchool website to see what (if anything) they have to offer.
