you must
1-mastery of hydrology field and their basic
2- Have and master a modeling software like (Hec-Ras, Hec-HMS, Maik 21)
3- Integrate the cartography by GIS
4- Have the possibility to analyze the site and the risk zones

It is amazing that you have a supervisor while you ask for ideas from elsewhere !!! Tell us what the role of your supervisor is in this case. How do you want someone else to interfere with your supervisor's prerogatives? How can you ignore your supervisor and seek help elsewhere? How can someone else break ethics by taking the place of your supervisor? Looking for other people's ideas, what would be your contribution to your own Ph.D.? Do a bibliographic research, consult the documents on the subject, this is part of your thesis work. As a young researcher, learn to be independent from others, except in cases that are beyond you. The spirit of a researcher comes from oneself first. The spirit of your Ph.D. is to inspire you to search for yourself, to learn how to search for good ideas after consulting multiple documents. If other people offering you all the ideas, what would your role be? Do not look for the easy route at the expense of your training.
I advise you to be reasonable by taking inspiration from your supervisor's ideas and trust him, count on yourself too, and on your abilities, do your job.
Umair Rasool, your PhD supervisor would have ab initio to embark on a very extensive literature review on your topic which deals with urban flooding. That will also expose you to the urban physical structure.
All these will enable you to properly grasp the problem you are about to address. Ofcourse your problem statement will eventually become the beginning of your research.

Trust your supervisor and develop a very cordial relationship. A good relationship is the basis for a good performance and a way to promote collaboration and the success of PhD thesis. Apart of this, there is a need to combine two wills, each with their circumstances, to achieve a single objective. Today, not only thesis manuscript is important but also joint work such as joint articles in journals, book chapters, books publishing, conference papers, patents, and collaborations with other research groups are very important.
