If you have a very good result why you run to be published within a month and with payment? I better recommend you to send it for free and competitive journals! There are also high quality journals with payment. Check High-quality in Elsiver and others for the two cases ( with and without money).

Try ACS publications for fast publishing, but APC will be high.
I hope Scopus indexed within a month is rare.

you can try Springer & Elsevier Journal finder service.
Although Elsevier and Springer journals are free, scopus indexed and competitive journals, but publication within a month is a rare phenomena. There are few local journals from India which are UGC listed and scopus indexed with very rapid publication process. The APC is also relatively low and DOI is provided for the manuscripts.

2. International Journal of Current Research and Review. (https://www.ijcrr.com/)
These journals have very low APC, scopus indexed but DO NOT have any impact factor.
If time is not a factor, go for springer or elsevier journals. If that is strictly not an option go for the above listed journals.
You are in an applied research and specially soil which is very vital for not only agriculture but forestry as well. Organic amendments are what the globe has been insisting on having acknowledged ill effects of artificial fertilizers. Either a good agriculture university journal or journals on soil would be more ideal so that you get the right recognition.
