It looks also like Cadra cautella though, again, the food source does not ring true.
The larva and adults belong to Spodoptera sp.,(Lepidoptera:Noctuidae) but the poor quality of the images does not allow to ID to species level. I agree with Arvind that it may be Spodoptera exigua. The pattern of color on the front wing does not belong to Spodoptera frugiperda.
