I don't know Morocco's marine flora, but I agree with Peter Fong, it seems to be a species within the Laminariales. Lüning (1990) cites 4 species of Laminariales occurring in Morocco: Saccorhiza polyschides, Laminaria ochroleuca, Phyllariopsis brevipes and P. purpurascens. But your picture does not show the whole thallus.

As Ricardo mentioned before, looks like Ecklonia...and for Morocco only Ecklonia muratti have been reported.

Anyway, a molecular analysis will be useful!
