That question is too broad. Its true that the majority of solar concentrators use reflecting optics, though there is no fundamental reason the others cannot reach the same temperature. Your max temperature is mainly function your concentration ration and heat loss. Doesn't really matter how you get there. The reason concentrators are overwhelmingly reflectors is because they are cheaper and can more readily cover a large area.
