This is maybe not a real answer to your question, but may be of interest. I consider your question here as an author seeking for publication opportunities.
Although Acta Geodaetica et Geophysica Hungarica (ISSN 1217-8977, http://www.akademiai.com/content/119699/) is not an open access journal, but the authors may opt for optional open access if they pay a fee (that is anyhow the case of almost all open access journals). Some years ago we chose this option; it was even possible to get a considerable reduction because we had a thematic issue (this way all the papers of the issue became open-access).
The journal is an established one, and it is indexed in Web of Science.
I hope it was helpful for you, and I am sorry if not.
The best way to find articles geodetic from Journals is by asking a reprint directly from the authors. Usually the email addresses are listed in the Journal web pages.
If not a good source for email addresses is the Geodesists Handbook to be found at the official IAG (International Association of Geodesy) web page
http://www.iag-aig.org/index.php?tpl=cat&id_c=39
or
http://www.iag-aig.org/
and then click: Publications -> Geodesists Handbook.
Many authors also have web pages where an "unofficial" version of the interesting paper may be downloaded.
Thanks, Sandi. If I am not mistaken the largest impact-factor belongs to this journal, which publishes geodetic articles: http://www.springer.com/earth+sciences+and+geography/geophysics/journal/10712
