In my study, I inquire into Mahbub ul Haq’s interpretation of the concept of development. In some of his works, Ul Haq shows that the end of development cannot be reduced to the growth of GNP. The goal of development consists in the promotion of individuals’ freedoms, of human rights, of health care, of opportunities for education and of further entitlements. Thus, the authentic goal of development is, in ul Haq’s view, the progressive growth of the individuals: the end of development consists in the improvement of the living conditions of people. All interpretations of development which are based exclusively on the measurement and growth of the gross domestic product and of the individual income prove, on closer inspection, to be inadequate since they do not give any appropriate information on the quality of life of the individuals. The quality of life and the improvement of the quality of life of the individuals directly depend on the choices made by the governments as regards the use of economic growth. Economic growth is necessary so that a government can possess the resources needed to improve the living conditions of people. Nonetheless, the improvement of the living conditions of people does not come about as an automatic consequence of the growth of GNP: an appropriate policy of the government is indispensable. This policy should employ the available resources to improve the living conditions of people: this improvement ought to be the end of the government’s policy. As regards the method of my investigation, I concentrate my attention on ul Haq’s criticism of the traditional interpretation of development as an increase in economic growth and on ul Haq’s interpretation of the living conditions of people as the true space of development.
