No change in status in Taylor and Francis Journal in 45 days from "Status Manuscript submitted"?

In my article submission in a T&F journal in finance, the status has not changed from first day till now (1.5 months). It is still -Manuscript submitted . What does it imply is it gone out for review or still with editor ?
