How do you tell if a new journal is a predatory one or not?
I have received an email from a new journal for submission. There are no publication fees.

Do you think those 2 journals maybe predatory I am very confused.

My opinion is based on these instructions:
Before submitting to a journal, check:
- Beall’s list of predatory journals/publishers at Beal’s list of predatory journals/publishers at http://scholarlyoa.com/publishers/ or at http://beallslist.net
- The editor’s and editorial board’s publication records
- Whether the journal’s articles can be found in Google Scholar
- Some sample articles from the journal’s website, after all they are Open Access, so do some due diligence
Next, I am not an expert for medicine, i.e. I can hardly comment editor's or editorial board's. So, for those two journals I can say: they are not on the Beall's list, and I can find journal's articles in GS for both journals...

I was worried because the journals were not on that list but their publishers ant journals and ejmanager are.
There are no fees for publications and on both websites I could found spelling errors.

The journal “Clinical surgery research communications” is published by Ant Publishing Corporation (Ant journals) and is/was mentioned in the updated version of the Beall’s list:

The other journal “worldwide medicine” is indeed not. However there are several red flags:
-DOI mentioned in papers are not genuine.
-Fake indexing (like ISI International Scientific Indexing which is a fake import factor) and sometimes pointless pictures (like ORCID which is meant for individual researchers)
-False claims (like CrossRef)
So I tend to say: both journals to avoid.

Does that mean not every predatory journal charges fees?
If that is the case what is it they gaining?

In both cases the journals are relatively new. Most likely they do this in order to get some content in their (new) journals. Once there is some flow of submission of manuscripts (and consequently some issues with published papers) they will start introducing some kind of fee. That is the ultimate business model.

Please see the quality of the journal whether publisher is reputed and it has impact factor, ISAN number, abstracted by scopus, web of science etc.
You can read the quality of work they published. Also, the authors who have published recently in the journal and the journal house. If they published after 5 days with several errors in the work and they have huge publication fee. Check the list of predatory journals also. There are several factors.
