How are you doing today? Me? reviewing a manuscript. This manuscript is prepared by prominent research scientists. Disapointed seeing 80 % of content including figures have been copied from a previously published manuscript by the same authors. Google search establishes that two of their papers have been retracted.
Is it normal for an author to copy 70 - 90 % content from their previously published paper and submit it as a new manuscript? What course of action should we be taking now? Thanks.

I think academically, it is not normal to copy 70-90% of the content and it is wrong to do that. Although some researcher change the titles, objective or research questions of the manuscripts but it is still wrong ethically because the purpose of publishing and doing a research is to provide with new findings and hence new contents.
In my view, considerable overlap of the researchers earlier work with the present work would not meet the originality and scientific significance to publish as a new paper. If the problem under study and the methods employed lack originality, the manuscript can not be considered original and qualifies for rejection.
