This depends on definitions. But I'd say monitoring is one subset of management. More specifically, one difference is that network monitoring implies that the networks is already running, while network management not. For example, the deployment phase could be considered a part of network management, but not of network monitoring (as the network is still not running). This is just a hint of what the terms mean to me, but it could vary based on other definitions :)

Network monitoring is the use of a system that constantly monitors a computer network for slow or failing components and that notifies the network administrator (via email, SMS or other alarms) in case of outages or other trouble. Network monitoring is part of network management.
When we find the faults and lags in the network with use detection methods and fix them then it's called Network Monitoring. However, Network Management is a vast term/field. It includes keeping track of performance, maintenance, and monitoring of the network and its components.
So in one sense network monitoring is a subset of network management.

Net Monitoring is the tracking of network performance on an item by item basis, or on a network or area basis, really constructing the best group of components to show.or highlight performance of areas of the network. Net Management is the management of all these components in terms of performance, the richness of the data the network can provide to the people who analyze that network performance and advise change to better the network..
so, in summary, monitoring is a low level function aimed at keeping people connected. Management is looking at feedback from the network devices to promote change to better the user experience.
