Yes you can, especially if there are similar studies with positive results

Negative results are to be published with transparency which would help other researchers to avoid to take up researches in those directions in future. Saves time.......

The difficulty in publishing negative results is sometimes known as the "file drawer effect," with papers that do not support a theory being put away into a file drawer rather than sent out for review. If that happens repeatedly, then only the papers that do find an effect will ever even be considered for publication.

I personally believe that it can be more difficult to publish negative results if others have published positive results. In that case, there has to be something wrong somewhere. Were there differences in how a theory or other prediction was operationalized? Was one set of methods superior to the other? Etc. So, if your results do not match those of others, you need to offer some suggestions for future research that would remove the differences.

Definitely we can publish. And we should. Because ideally aim of the research to find and establish truth. And that may be neg or positive. But yes some journals have propensity of publishing only positive results what we call publication bias. But nowadays a good propaganda has been effectively taken by international communities like Cochrane Collaboration that negative results must be given equal value because ultimately the research is for the betterment of the mankind.

Coming to the next part, i really don't know what are the exact percentage of being published. But let me tell u frankly no reputed journal can reject your article only on the basis of negative results. U can also report to the ICMJE because most of the reputed journals come under their legislation.
