Yes. Excel should allow you to do this. You can just treat the spreadsheet as your 'terrain', and use CTRL + Mousewheel to zoom in and out of it.

Thanks Okafor and Paul for your answer but my problem is that whole wafer image data is very big its about 3e6*3e6(3million*3million) and excel just have capacity of about 60000 pixels. so how can we use it and how can it deal with big memory 2Gb
